In the last few months, a public discussion has begun about raising the retirement age or possibly eliminating it. Naturally, there are a wide variety of considerations. Some of the issues involved relate the individual: age discrimination, freedom of occupation, and fear of significant damage to the quality of life because of age. Others are social and macroeconomic. Indeed, it seems that raising or eliminating the retirement age will have a decisive impact on many segments of the Israeli population and an Israeli society as a whole.

The issue is larger than the general issue of whether or not raising the retirement age is a welcome change. Therefore, an in-depth discussion of the issue and its ramifications leads to a further question: could the solution be found in how the retirement age is raised, rather than whether or not it is raised at all. It is necessary to distinguish between a new arrangement made at a specific workplace through a negotiated agreement and all-encompassing legislation. We must examine the consequences for current benefits, especially for those paid by the National insurance Institute, as well as the options for people who wish to retire at the currently mandated age.
